Thanks for the reply.

I have been working with this for a couple of days now and have tried turning the pot slowly to its limits in both directions while closely watching the voltage.  The voltage does not change in the slightest.  I don’t know what else to try short of removing the pot to confirm that it is working correctly.  Without a schematic or other documentation, I don’t know what else to check.

To check what wrong it is, would you please tell us more details?  For example, input voltage/current.

Is it convenient  for you to take a video to show your operation? In that way, we can check it carefully.
