I ordered this a couple years ago to put in a project that I found out afterwards I didnt need it. I had tested it and it worked. I put it in my box and placed up on my shelf where it sat till yesterday. Broke it out and its not working. I have 9.8 Volts going into it and no matter what I do I can not get the voltage to drop on the output. Just stays at 9.8 even though the display says 9.5-9.6. The multi meter says 9.8
