adjust voltage output LM2596

I believe i am following directions to adjust output voltage. I push the + and – buttons to set 3.0V but when it stops flashing it goes to a measured preset output of 10V, but the output display shows in the neighborhood of 20V. I get 10V out starting at 3.5V in and above. What am I missing?

The 10V was a limit of my voltmeter, but I still can not limit output voltage. What ever the display shows is the voltage I am reading out.

DROK® Waterproof LM2596HV Voltage Regulator DC Buck Converter 4.5-55V to 1.25-30V
I bought the one in the metal case. I noted that 3A current flow needs a heat sink.
Would the metal case constitute a heat sink?

As the picture shows, there is no button with the product, therefore, we do not really know the problem details.
Could you please send us some photos or video to tell us the problem details?
With your help, we can find a solution more effectively.
And this product is not equipped with a heat sink.
