I have a “DROK DC Buck Converter, 5.3V-32V to 1.2V-32V 12A Adjustable Power Supply, 5v 9v 12v 24V 30V 32V Step Down Voltage Regulator with LCD Display Volt Transformer Reducer CC CV for RV Solar Panel Golf Cart” I bought off Amazon.  The display shows 5.1V and 0.06A with no load attached to the output.  The input voltage is 19.9V from a large LiPo battery.  When I connect the load to the output, the converter will not power the load even though the voltage shows 5.1V.  Even disconnecting input power and reconnecting doesn’t work. However, if I turn the voltage potentiometer very slightly with the load connected, then the converter will begin sending current to the load.  At no time does the red LED illuminate.  I have already set the CC output by shorting the output and turning the CC potentiometer clockwise approximately 20 turns.  I do not wish for the CC cutoff to happen for this load.
