Hi- I have a Numerical Control 900w regulator. I cant get it to drop the voltage below supply source. Is there something I not doing correctly?

Thank you for writing in.
Is this the product you have bought?
DROK Numerical Control Voltage Regulator DC 8-60V to 10-120V 15A Boost Converter, Constant Voltage Current Step Up Module Adjustable Output 48V 24V 12V DC Power Supply with LED Display
If yes, this regulator is boost voltage regulator, which the output voltage should be higher than the input voltage.
Therefore, you cannot drop the voltage below supply source.
