When actual load current decrease to 10% of preset current, “Charging” led will be off and “Fully” led is on.
For example, preset current is 1A, if actual output current is lower than 0.1 A, “Fully” led is on.

We are not sure exactly how it is. Did you connect USB-C PD board to converter output or input?
For charging battery, you can connect diode in series to converter output port, that can prevent backfeed current.

Would you like to show us how it is by video?
When actual output current reaches the preset value, the CC indicator is on. Constant current mode is actually a current limit feature. Assume preset current is 2A, load will not draw more than 2A.
If you don’t want to limit load current, just increasse preset value.
Notice: For dead battery, charging current is high in the beginning, without current limit, it is easy to damage battery.
If you prefer constant voltage charging, please check if it is appropriate method for your battery.
