    Have you tried to adjust the output voltage regulation potentiometer?
    If not, please try to counter-clockwise adjust the potentiometer to see whether the output voltage reduce to 25.2V or not.

    As your description, there is a hissing noise with the product, which means some components of the product was broken.
    Besides, it is better to use a converter with constant current function to drive LED, otherwise, it will cause damage to the product.
    And we have checked that the product you have bought does not have constant current function.
    It is not suitable for your application.

    According to your description. this problem may be caused by the error of this product.
    Since the set current value in your application is very small, so the error ratio become larger.
    The output current measurement accuracy is ±(0.5% + 2 digits).
    It is better that you can use a multimeter with higher accuracy to check the value of the output current.
    And for this ratio, if you need 5ma output current, please try to set the output current value to 2.5ma to see if it can output 5ma and enter into CC mode.

    The conversion efficiency of this product can be up to 96% and the “idle” current when the product is standby is 25-30ma.

    Generally, the error of this product is 3ma.
    Could you please try to reduce the set current gradually to see if the product enter into CC mode?
