Do you mean you can’t boost input voltage or you can’t regulate output? 200310 is a buck converter, it can’t increase voltage.

You mention output is set as 9V, but this is a boost converter. If input is 37.54v, output must be higher than input.
Have you try to boost voltage?

There is A-VR potentiometer on the back of board, you can use it to calibrate displayed current。
Method: Switch to current display; Turn clockwise potentiometer until reach maximum, then check the actual output current with multimeter; turn potentiometer to make the displayed value accord with actual output。

There is no difference between these two ports. You can choose one base on your actual situation.
line-level is Ok. It is not pre-amplifier, so weak electrical signal is not availalbe.

What is the output votlage now? Did you try both of potentiometer anti-clockwise or clockwise direction?
Would you please try to turn potentiometer until reach the limit,then slowly turn it in the other direction?
